My 16' fiberglass would go 20-22 mph, except not loaded with 4 divers and gear - 1000 lbs plus. After the 15 was stolen, I went to a 30 hp, which only cost $300 more in those days. That got me 25 mph, but most of the time I was running at 2/3 throttle in a chop. 20 would be just about perfect.

A bunch of marine bios and their partners built 4 of them Dobrocki Seatech in the early 80s and I still see few around. Sadly I heard the mold was destroyed later.

Nope I have etecs on my 26' Hourston. Two owners ago did a major refit and removed the original twin V8 Volve inboards, redid stringers, transom, pod and powered with two 200HO Etecs... plan is to repower with Mercs one day for sure. Etecs have been great so far, but access to service and parts is horrendous.
