SVOP & PCOC Do you need both?

Just received the e-mail from senior TC regarding original documents and PCOC....

re: original TC documents on small commercial vessels
" Originals are not required to be on board. Copies are fine, but if originals are requested they need to be produced in a timely manner "

" original documents should not be laminated, although laminated copies on board are ok"

re: whether working (guiding) or not, if you have a valid SVOP a PCOC is NOT required. SVOP Trumps it "

With that logic wouldn't LM trump SVOP?? From what I was told (not by someone high up like you talked to), it does...but I never know what to believe anymore!

Like the idea that you can laminate the copies now, only makes sense.

David, I only only guessing that your LM will trump the SVOP but you may want to get that in writing to save yourself some headache on the water this summer.

So after all this, which is fantastic information and all who have contributed shold be congratulated and appreciated, I have one more question....

Is my laminated photocopy of my basic Power squadron course taken in 1977 sufficient proof of competency and am I ok on the water when I am boarded by TC, CCG of RCMP?

Thanks :)

Aren't the enforcment agencies that will be checking us this summer going to have to have their SVOP's along with all other required courses. I am assuming they will as they are working on work or commerical boats. Hence they will know what the couses are. I have heard of guys taking the SVOP courses with police in the course.

I personally am going to go meet my local enforcment, request that they come inspect my boat pre-season. Also inform them that I have all my documents in order and have gone through the self inspection program. Hopefully by doing this they will recognize me and my boat on the water this summer and move onto the next guy. Hope so anyways!

it my understanding that ALL enforcement vessels and personal be it RCMP, Coast Guard, Transport Canada and Fisheries Officers or whatever will have blank copies of ALL documents that a TC compliant vessel and operator should have in their possession....if you don't have ALL the valid documentation with you, or on board your vessel then that's when the fun starts.......I was told by the same person at TC that confirmed the document and PCOC issue that ALL agencies are definitely up to date and up to speed on everything that will affect us this year....

Quicksilver is correct. LM or masters do not require SVOP or PCOC on Commercial or recreational vessels.

My son and Ifish out of rennie most of the time My question is do both of us have to have a operters permit as sometimes I handel the small moter when he has a fish on and visa versa. We are a pleasure only. No money changes hands. What kind of a permit do we need. Any info would be helpfull. Thanks.

I would want it in writing from TC as their own website is not entirely clear, nor is the Inspection Guide which implies you need the PCOC and SVOP...not to mention the guys teaching the SVOP course that are telling us you need all licenses. We had one guy in our course with his 60 tonne LM ticket and he was told SVOP was still a requirement. Who the hell knows anymore, but it makes sense that some elements covered in the SVOP would be prerequisites to the LM course and therefore not covered in the course materials.

Im with you Searun as thats what I was told both by the instructor and the TC guy if you guys have any doubt go down in person to the office instead of getting second hand info take it upon yourself to get it done right.
Not saying the info is wrong but but dont depend on this info as it may bite you in the a$$ and you would have no one to blame but your self if you did get fined.

GOOD LUCK WOLF

Again, sounds like a fun day in court!

Get your phuking chit together you idiots!!!

We sink our time and cash into this and still get maybeys... weird...

The scabs may get one more season on the water!

Gimee the gaff!!!

Why do you guys ask questions get answers, then turn around and question the answer that people post, it is written in the regs that I stated read the F......g things. It stands with any of these certificates a person holds you are qualified to stand in the capacity of any lesser certificate. This works all the way up to Master Mariner

Hey Quicksilver,I think what most of the guys are getting at is that most of the regs can be read or interpreted in many different ways and have been. Anyone who has dealt with TC over the years knows that their does not seem to be any consistency with certifications or regulations and half of the time they make it up as they go along.

Its not like they have not had time . The Canada Shipping Act 2001 was introduced in (guess when??) 2001. What have they been doing for the last 10 years ? Honestly why does everything have to be seat of the pants? Set the regulations , explain things clearly and give people a reasonable opportunity to comply.

Cheers All,

I was at TC today as there were errors in the latest paperwork they sent me for my charter company. While I was there I inquired and was provided in writing that SVOP is proof of compentency and, as such, if you hold SVOP you do not require PCOC.

I can provide a copy online if required.

Hope this helps.

Beemer have been dealing with TC for over 30 years and I do understand some of this info is hard to find, it is not there job to babysit us. It is all in the regs even if the people in the office do not no the answer, when you ask thats where they are looking they do not pull this stuff out of thier butt. 2001 is when it was updated, so yea if you look at it another way the info has been there for 10 years for everyone to look into. The CSA has been around for over 100 years.

Thanks Gerry...no worries as I have both anyway so no matter which guy stops me I'm covered...I got enough freakin paper I don't need TP for my crapper! Speaking of paper....I still haven't received my Marine First Aid certificate following the First Aid course you organized for us. Any idea how long it takes for TC to issue those certificates??[:p]
