Poll # 3 – Halibut Stamp or Not

tags to be purchased as a means of record,, definitely not draw based, that sure wouldn't work..

What is the difference between a tag and requirement to put the fish on a license
Think lingcod....... opps we don't have to buy lingcod....
Carry on.....

Just noticed that the (dfo) projections are for an increase in revenue.
I was looking at their budgets from the last couple of years and noticed they are planning for more dough from us.
License fee and conservation stamp revenue are going up

The year before they where projected it to go down....
Heard through the grape vine that the stamp was going up and the monies would go to actual projects. Good idea and could get behind that.
Heard also that license fee increase was for additional tracking of our harvest rate.
Another good idea depending on what the plan to do with that.

I see the tags being issued as opposed to a stamp, nothing more, nothing less. I don't think anyone would advocate for a lottery for the tags anymore than they would for a stamp? I think the tag system has many benefits over recording on a license. Correct me if I'm wrong, but can you not reprint your license on line if you lose it? I believe this is the case, so frankly couldn't you reprint your license once its filled and start again? With tags once they're used you're done.

Good point ziggy but cheaters will always cheat and they can do that with tags.
Any one want to buy my halibut tags?
I'm not using them so will sell for 20 a piece.
But I must say tags are harder to cheat then a simple photo copy.

You could maybe put the fishing license number on the tags to stop people from selling them.

I'm not sure if it has been mentioned already or not. In regards to DFO looking to increase revenue. A buddy of mine has an uncle who comes up from Texas every summer for 3 days to fish. He can't believe how cheap it is for him to buy a license. He has travelled all over the world to hunt and fish and says the license here for a non resident is way below anywhere else. Not to try to put a burden on our southern friends, but an increase at that level should be another option. Kind of off track for this topic, but the revenue thing got mentioned.

Why a stamp? To do what? If there is no reason given, then why have one?
Why do you want to be taxed more?
Does everyone have to much money and just want to give it away?

Yup
Just another tax on a resource we already own..

You could create an annual limit where you are provided with tags specific to the individual (ie. each tag with the same number) in which the number is recorded on your license. You cannot sell or give away your tags. The tag has a month and day which needs to be clipped once used. They do it for Atlantic Salmon on the east coast.

Tags are expensive to administer, easy to defeat and politically unpopular because they are seen as a tax grab and in many cases you buy them but can’t use them. They have been tried before for salmon in BC and discontinued.

FEE and lic going up right on ... GREAT for what?? never saw a fisheries officer all year so wheres the funds going????? hhhmmm into general revenue ...
NO stamp NO fee what what would you be paying for??? nothing has improved they are bleeding the fees already dry!!!!!! closing hatcheries and funding back destroying a coho dam no money for fiseries more fish farms though...... enough is enough...

IN a true world If I knew that a 10 or 20 buck or even higher fee/stamp was going to give us positive open and closing dates ,and all MONIES GOING BACK TO BC ID BE ALL OVER THAT BUT IM A REALIST. this governement lies and does whatever they want to think they are there to help us well i really doubt it. their past history for the last 5 years is worse than a serial killer.......

I can see where they may be more expensive to administer, but don't agree they are as easy to defeat as recording on the back of a license is, or how they are seen as any more of a user fee than a stamp is?

I voted $20 so long as the money stays out of general revenue. I see the first benefit of a $20 halibut stamp would be to determine what percentage of the current license buyers actually fish for halibut.

$20 towards quota purchase
no brainer
instead of fighting the commies, buy them out
great poll

buy what is ours back from a select few who it was given to? this may be a as you say a "no brainer",but is wrong in so many ways!!!!!

Newfie...by going down that road are you then prepared to buy salmon quota? crab quota? prawn quota? Ling Cod quota?.... and then be limited on all those by how much you own?

I know I am not. That's why I just say no

What i mean is that we already own it as our heritage and could it be taken back from the slipper skippers not bought back. They already have made enough from a public resource and should not be compensated any futher.

Yes, until Fed's change the law to allow the money to go into a proper conservation fund its a not great idea, the more I consider this. Don't forget that only $1 from your $6 Salmon Conservation stamp actually goes to the PSF, rest to General Revenue. If we can get the ability to move all the cash into a separate fund then I'm all for user fees to help pay for fishing opportunity.

While i voted zero dollars but record catch. I would support any reasonable fee if the money went to a trust to fight for fair allocation and a data base build that could not be argued with by any sector. I will not support any fee that would be used to buy quota or would be shuffled into general revenue. At the end of the day, a fair allocation, certainty of season, fish it or lose it concept for commercial, and a fair quota price for thos commercial fishers who actually try to make a living on the water must be the goal IMHO.
