Both Quebec and NY have elevated COVID mortality numbers from their National averages - but for different reasons. In Quebec - much of the mortality is from the long term care homes.But I'd also argue that it makes less sense to subtract Montreal than NYC simply because NYC is a global outlier... Montreal is having a bad but bad-normal experience with the Wuhan Flu. New York is having a worse impact than just about anywhere on the planet and it's not just a scaled-up version of the Montreal experience, it's a uniquely terrible set of numbers.
