Rope splicing in Victoria

Hey guys, does anyone know where I can get a 1/2" anchor line spliced to an anchor chain in Victoria? Needs to work through my windlass.
Does Trotac have that service?

Is it new rope or rope that was already been put under load? I 'm fairly sure it isn't easy to splice a rope that has been worked already.
