Private Mooring Buoys

Just curious if there are rules/etiquette to private mooring buoys?
If it's private, don't ever use it?
If it's vacant you can use it until the owner returns?

I would say no go whether it's vacant or not as they are not put there as a public resource. I have a friend who has a place in the gulf islands and he has his name and phone number on his; had some people call him a week ago and asked if they could tie up and he said thank you for the call and please feel free after asking the size of their boat ensuring what he has anchored could hold the boat.

It's not really much different than saying "if a dock is empty can I tie up?"
