I'm all for individual accountability, so long as everyone plays by the same rule book...not happening from what I see on the water and frankly some of the boats and attitudes on the water are scary. So, bring it on! This is a good thing for the industry and tourism...finally consumers can buy trips with confidence. Not to mention, commercial vessels are not different than commercial airplanes. We need regulation in both to keep the safety standards advancing.
I don't take any pleasure in seeing someone get fined, but these rules have been in place now as mentioned for 5 years so this should be no surprise...only difference now is there will be enforcement because the rules were passed into law in November of 2009, so the police can now issue tickets.
So let's start working together to help guys get compliant. I know a few guys on this forum who are actually trying to organize courses and to help others get their boats to pass the inspection process - that's the way we should respond to this.
