Joe: Taking recreational anglers fishing and charging for your expertise and your vessels is commercial only if that word is meant to mean a business. It has nothing to do with commercial as in fishing. A commercial fisherman is paid by the pound the more he catches the more he or she is paid...a fishing charter is paid by the hour and is paid the same amount even if no fish are retained. A big difference.
