Hmmmmm........ guides quite possibly should be seen as much a sector as anything else. Simply seen as recreational doesn't quite fit the bill for that type of requirement of the resource.
The owner of such a business has overhead which dictates the use of the boat on a daily basis. A guide operation must sustain a level of consistency and efficiency in order to maintain return patronage.
Shouldn't be in the same category as weekend Joe and his kronies trying to scratch up a couple.
Even a very skilled non professional that "slays" ultimately does not rely on the resource for his livlyhood. There should be a differant set of rules for you guys. Good and maybe not so good . But your own set none the less.
