The low returns of Fraser River sockeye salmon over the past several years are a source of deep concern for the federal government. This is reflected in its decision to call a commission of inquiry.

It will "investigate and make independent findings of fact regarding the causes for the decline of Fraser River sockeye salmon" and "consider the policies and practices of (the Department of Fisheries and Oceans) with respect to the sockeye salmon fishery in the Fraser River ."

In addition, it will consider "the impact of environmental changes along the Fraser River , marine environmental conditions, aquaculture" and other factors.

In the meantime, the DFO's priority in managing Fraser River sockeye is conservation, followed by providing sustainable fisheries to First Nations, recreational anglers and commercial harvesters. We are working with all harvest sectors to enhance catch monitoring and reporting and to move to a share-based approach to fisheries management. We have increased the number of fishery officers on the Fraser River .

The methodologies the department uses to develop its annual salmon abundance forecasts are science-based and subject to peer review.

However, predicting the number of sockeye that will return to the Fraser in a given year is complex and challenging. DFO manages the Fraser River sockeye fishery based, not on the forecasts, but on actual in-season return estimates.

The decline of Fraser River sockeye salmon is a significant and important issue.

Seems to me that the commercial guys that will be grandfathered will be happy as hell !!! Halibut, blackcod, dogfish, goeduks, crabs, prawns, lingcod, rockfish--- This means EVERY PART OF OUR FISHERIES RESOURCES WILL BE UP FOR GRABS. Just as in halibut, we will get the scraps. Do you really think that a guy that is going to be given quota will really give a damn about "young bucks" ??? There is absolutely no reason for the commercials who have a history in the business to "work with us" either as stated in previous threads. Why should they??-- they have already got the brass ring.

This Minister is totally partisan toward the commercial industry that her family has a history in. Until we can kick out a couple of MPs that are facilitating this rip off (Duncan for example) we will not get things changed.

Making up little cartoons about pi$$ing on DFO may get a chuckle out of us. but it is a waste of time when it comes to actually changing things. If we could get MINIMUM of 30,000 letters of protest from westcoast anglers into Harper, who is supposedly mulling a Cabinet shuffle, demanding Sheas removal, then we might have a change to salvage soemthing for the recreational angler.

What else needs doing ???-- consider donating $ to the BCWF legal Legal Defense Fund. Its rapidly approaching the time when we have to "Put Up" or "Shut up"

I do agree with this part Gerry, and hopefully many others will seriously consider supporting this concept of encouraging Harper to make some change in cabinet.

When a commercial considers what will happen to his personal financial interests if that particular species goes to a percentage share (ITQ), the thought process is most likely this:

1. I must prove that I have caught and still catch as much of the resource as possible so when shares are 'gifted' I get maximum share (greed - this has led to massive increases in landed catch of species like crab and prawns in the past decade).
2. I must keep the sport sector to the lowest possible percentage so it doesn't diminish my personal share. (money - the exact situation on halibut has occured - the original position from commercial halibut fishermen was the sport sector should NEVER be allowed to exceed 5% of Canada's TAC).

Greed and money motivate commercial interests.

Also they use passed years history to determine itq's not years coming so the greater effort doesn't apply. Most fisheries that are going to ITQ or shares are now done on an equal split.
