Boats on Used Victoria and Other Areas

I had the 115 on my 19 sea ranger. Some guys run 90hp but I found the 115 minimal. It was great when I was solo fishing salmon (lots of power and incredible fuel economy) but with a couple of guys and gear, I wished I had a Suzuki 140. 150hp would be great but a bit heavy in the stern.
I know a guy that had one with the Suzuki 140 and it was underpowered a bit. Although they are slow moving hulls. Maybe a 150 Etec would have been good. Light weight and lots of pep.
 
Do those aluminum pieces at the transom look like splash guards to keep the backwash from coming in or is that a structurally suspect transom? Not the pen board, talking about the corner gussets.

With the lousy pics that we've got to work with...I say the aluminum is to reduce splashing in to the splashwell.
