Fishery Notice - Fisheries and Oceans Canada

Subject: FN0356-Salmon: Recreational Sockeye Fishery - Area 23 Barkley Sound and Alberni Inlet

The pre-season forecast for Somass Sockeye is 350,000. The escapement
requirement at this run size is 277,000. At this run size a limited
recreational fishery is planned. In consultation with the Area 23 Salmon
Harvest Committee and the Port Alberni SFAC it was agreed that a recreational
fishery for sockeye in Area 23 would occur as described below.

Effective 00:01 hours Monday June 15, 2009 until further notice the daily quota
for sockeye salmon in Area 23, Barkley Sound and Alberni Inlet, will be two (2).

The Somass Sockeye in-season stock assessment program will operate as in past
years. This program collects escapement, test fishing, catch and environmental
information on a weekly basis. This information is then used to prepare a
weekly in-season run size reforecast.

Fishers should be aware the first in-season run size reforecast will occur on
Thursday July 2. The recreational sockeye catch to that date will be reviewed
in conjunction with the run size reforecast estimate to determine if further
management adjustments are required.

It's good that we can get a bit of a crack at these delicious morsels. Too bad that the run isn't bigger so we can have the usual 4 per day. Sad news about China Creek shutting down. Yet another casulty of a mismanaged salmon fishery - Way to go DFO!.

Long live wild salmon!!!

I will be launching there in a couple of weeks , just called them , they were quite amused about the " Shutting Down " comment , They are open as planned , Booking up quickly , They assured me , NOT closing , maybe the Sockeye opening was good news to them , Not sure , good luck to them , I fished from there back to when I was a knee high , Alot of Good memories ,

I would like to take my kids and go catch a few socks too. Unfortunately, at this run size I will definitely not be going. To me it seems reckless on the fisheries part to even allow an opening with so small an anticipated return. There will continue to be mortalities on this run as incidental fish are caught all summer in the chinook sport fishery. I'm sure, the First Nations will also be harvesting as well. DFO should be putting conservation concerns first.
 
I agree that DFO should be putting conservation concerns first. The chinook runs are getting smaller every year due to commerical overfishing at the shallow waters in the harbour. I remember seeing over 1.5 million sockeyes milling in the Harbour and also 250,000 chinooks too. That was about 5 years ago.[V]
 
Just so you guys know there's no commercial harvests planned for chinook or sockeye this year in Alberni Canal.

How do you know these things all the time? Last I had seen there was nothing posted one way or the other on any commercial opening.

How about sports overfishing fishspoon. Again what is the impact of 300,000 unregulated sports fishermen on these stocks. Why has the SFAB not been pushing for reduced seasonal limits instead of asking more more more... do your part.

Pretty sickening that other user groups are cutting back (30 mill to not fish) and all that will happen is the south coast sport and charter fleet will continue to pound on these fish unregulated and unaccountable.

Agreed DFO is not doing their job to protect the resource.

However that depends ENTIRELY upon your definition of "commercial".
The local FN's are already at it hot and heavy, with of course plans for booming sales. In my mind's eye, that IS commercial.

As for the comment on the 30 mil not to fish...
Do you really think any of the affected fleets will see any of the US's coin being proffered (that's right, our own gov could give a rat's butt) for one sector to decrease effort? Methinks you'd best be doing a little homework if you really buy into that slight of hand...

My Friends that live in Port tell me the FN's have been netting the river non stop for the last month( since April)... that is NOT conservation...

My earlier post was not intended to stir controversy regarding FN's fishery on the Sockeye. It was merely a statement of fact. If the DFO opens the fishery for sporties they are legally obligated to allow a native fishery. The only thing that can prevent a First Nations fishery is if the run is completely closed to harvest because of conservation concerns. In my opinion the run should be closed to harvest to allow it to rebuild.

So her friends and yourself by the sounds of it observe all this illegal activity and do not report it , nor take pictures of this same activity ? ............. why ?
Is it that the Band in Port Alberni is an outstanding example in how not to have stewardship of a river ? as opposed to others who work like hell to maintain fish for all cultures .
Seems to me that if you are not part of the solution to a problem then you are part of the problem also.

DFO ignores what is going on, other than charging people for buying off of the natives who are by the side of the road selling the fish from coolers.
They catch the fish below Paper Mill Dam, and divide it amongst the band, who then go out and sell them by the side of the road, not hearsay, I saw them doing it.
There were so many nets in the river, I don't know how any fish could get through.
 
FlyDon pretty well has it. The Department has obviously been told Hand's Off from afar, and work to that rule. And while at this run size there is a predetermined FSC quota, what really occurs is a private commercial fishery. Not simply a large number of gillnets, but also idling boats watching to drop circle sets on any schools that wander into the lower river. Roadside sales are prevalent, but the only ones who have ever been charged have been the odd customer, never those who are selling - And you should have seen the outcry when that program was run! Signs all over that end of town telling DFO to eff off and worse.

So yes, it is very much real, very much happening, and very much swept under the carpet. Again Al, you can come along pretty well any day of the week and witness just what is being discussed here. Might want to do that in the future before belittling others, and making yourself look the Fool in such a display of ignorance and attitude. YOU</u> might be interested in dates, times, number of pieces and those involved. The Powers-That-Be certainly are not, and methinks you have one hell of an uphill battle trying to turn that around.

Sorry your so sensitive to questions and statements , as to belittling others I fail to see that , in the job I had prior to retirement if you wanted to change or challenge something in any of the courts of law you were required to have all your facts documented and unassailable to challenge , hearsay evidence was scoffed at and thrown out ; if you read my initial statement I asked for precisely that nothing more.
You and all the others in that area could raise a huge stink by photographing and submitting stories to papers and other media outlets yet you do not , you could require and request DFO presence alongside you as you witness the violations but you do not , you could exert huge pressure on the Agencies that supposedly control these river systems but you do not , so if I sound a bit on the negative side in this I don't see it a belittling anyone.
If you do not have definitive proof in a court of law it is useless hearsay evidence ...................... period

As I suggested Al, come along and see for yourself. There have been a great many reported actions over the past years, and NONE resulted in any action beyond being told to Stay Away. And yes, as a semi-retired biologist, I find the situation be to more than a tad disturbing. And, when I tried to point that out, I was (and am) labeled a "racist" for my efforts. I am most certainly not what that label implies, but am indeed strongly against the type of abuse I witness pretty well daily, regardless of who my be performing that.

So, I openly encourage you to head on over. Bring along your video camera and I am certain you will find the "proof" you are seeking. Just don't expect anyone from the "management" side of things to willingly tag along, and in fact don't be too surprised when those particular bodies request your immediate absence from the scene. Would be right interested to see how you make out in this regard, having personally seen so many well intentioned yet dismal failures in this regard...

Seen it first hand myself:( Well said Noggin, doesn't seem like anyone really cares. Just become the norm in Port. I'm assuming the nets are up or will be this year and the summer runs will have to run the gauntlet once again.. Thats a bloody shame as last year was one of the best summer run fisheries I have seen in years!!
