Saw this white buoy moving in the water near the San Juan Islands. Does anybody know what it is?

Probably an anchor or prawn/crab gear depending on depth
gotta be hung up on something to be sticking hard in a current like that?
Heavy traps not that big of a bouy and anchors can hold in that especially with no boat dragging it
