Canadas support for this kinda stuff doesn’t exist because of all the bleeding hearts and environmentalist wannabes out here..
 
I have caught brood stock "rainbow" in lakes on southern Vancouver Island its been probably 6-10 years though I don't fish that lake anymore but they were between 5-10# they would release them in the late fall/early winter I am not sure as where they came from or what there purpose was but they were obviously in a class above the fall catchables that were normally available.
 
those brood rainbows were used to produce eggs to raise and release as catchable "domestic rainbows". They were released as they were considered to have been retired without a pension ;). They used to do that on Region 2 and the surplus broodstock were released in to Mill Lake in Abbotsford. Last I heard all the domestic rainbow for Region 1 and 2 was produced at the Island hatchery.

In the past surplus steelhead smolts were released into a number of lakes on Van isle and Region 2. Spider lake got some. The steelhead program is so much smaller I doubt there is such a thing as a surplus of anything.
