Trailer registration theft

I went to renew my boat trailer insurance today. The broker said they couldn't renew my insurance because I sold my trailer earlier this year. The trailer is now owned by someone else and is registered by them. I said it's in my driveway still and I haven't sold a trailer in years. They took all the info and ICBC is going to get back to them

Is this common? I couldn't find this years registration so I assume someone pulled it from my glovebox at some point and forged my signature.

Always two days before a camping trip, something goes sideways to make things difficult.
 
Took a few months but finally resolved.

I bought the boat/trailer from a friend and ICBC said the seller had filled out the trailer transfer form twice. Once to me and once to a different seller. So about 1.5 years after me registering the trailer, icbc was presented a second transfer document created from the original seller and they cancelled my registration and transferred it to the other person. ICBC wasn't really sure how this happened. They were pretty confused by the paper trail, but in the end both of us ended up with trailer registration. My friend doesn't even remember selling another trailer during that period, but he's owned many trailers and it could have just been a senior moment. Or possibly someone stole older registration from him and forged his signature.
