Swing Tongue Conversion

Haven't done it myself, but West Marine sells the swingable tongue kit.
Just make sure, when your done, that your safety chains are connected to the original tongue, not to the swinging piece. Heard of them failing.

Chain would be longer but manageable. Do attachments to the original or main trailer tongue, then, moving forward, attach to the swing tongue. That way, you are only dealing with the 'normal' chain length when hooking up, but, should there ever be a problem with the hinge, you still have connection to the main body of the trailer.
Haven't witnessed the problem myself, but picked up the tip from an American boating board.
