Thanks for posting this CL and thanks to Allan Haig-Brown for revealing this situation.
Not much different from the halibut conundrum.
I have no problem with quota fisheries. They make for more sustainable harvests and better accountability.
I have no problem with leasing vessels. I leased a troller over thirty years ago and the going rate back then was the same as in the article; 60% to the operator, 40% to the owner.
I do have a problem with transferring quota and the concept of privately selling/leasing fish still in the water before they are caught...
