Since we're on this, will there be any hope of an early season hatchery only Chinook or is that finished for good ?

MARK SELECTIVE FISHERIES - APRIL 2023 AND BEYOND

The SFI is pleased to note that DFO has provided MSF proposals to the SFAB and other groups for consideration and feedback (linked here). These proposals closely mirror those the SFAB has presented annually since 2019. The MSF area and time proposals represent a precautionary, sustainable approach providing an important opportunity and expectation for Chinook retention in areas that currently have non-retention in place from April 1st to either July 15th or August 1st. Time and area proposals being considered have been through a rigorous evaluation process within DFO. Each have been proven to have a low to no impact on Fraser River and local stocks of concern. It is our understanding that DFO will provide an implementation decision for proposed pilot fisheries before April 1st .

The SFAB Chinook\Coho Working Group will be meeting with DFO later this month to ask questions and will provide feedback at that time and in writing by March 3rd. We look forward to having SFI members and directors at those meetings providing expert advice based on current, on the water experience.

The SFI has consistently supported these carefully considered, sustainable fisheries and encourage anglers to do the same. It is likley that for these fisheries to take place and continue, cooperation and collabroation between anglers and DFO will be necessary to gather catch monitoring information and to ensure that this conservative and sustaianble approach can be assessed. In order to accomplish this, anglers should participate in the Salmon Head Recovery program wherever they fish salmon in BC waters but especially in areas where Mark Selective or hybrid, MS and size restrictions, fisheries are implemented. Submitting all heads from marked Chinook, participating in the DFO creel and IREC surveys, and with volunteer programs that may provide information regarding at sea releases, stock composition and other necessary data will help ensure the impacts and benefits of the MS fishery and approach are well understood.

We applaud Avid Anglers, the Guide\Lodge Log Book program and others that consistently provide excellent data to DFO. These programs and the data generated inform decision making in a positive and collaborative way. We encourage anglers to participate in these programs to the greatest extent possible.

TRANSPORT CANADA LIFEJACKET AND PDF USE REVIEW

At the Fall 2022 meeting of Transport Canada's Canadian Marine Advisory Council the discussion, that has been ongoing in one form or another for some time, included an intrest to seek feedback on establishing criteria for mandatory wear of personal flotation devices (PFDs) and lifejackets on pleasure craft. The boating community has until the end of February to respond – please see the details below and consider providing your input and feedback.

Criteria for mandatory wear of PFDs or lifejackets was developed by Transport Canada with the Canadian Safe Boating Council and partners in 2021. The analsysis and recommendations were based on analysis of data on recreational boating-related incidents in Canada and feedback received from stakeholders and the public over many years.

The findings have resulted in the development of the following recommendations to be considered.

Implementing mandatory PFD wear based on age requirements:
  • Require the mandatory wearing of a PFD or lifejacket for any person aged 14 years or younger on board a pleasure craft; or
  • Require the mandatory wearing of a PFD or lifejacket for any person aged 18 years or younger on board a pleasure craft
or Vessel Size Requirements:
  • Require the mandatory wearing of a PFD or lifejacket for any person on board any pleasure craft 6 metres in length and below; or
  • Require the mandatory wearing of a PFD or lifejacket for any person on board any pleasure craft 9 metres in length and below
or Vessel Type Requirements:
  • Require the mandatory wearing of a PFD or lifejacket for any person on board any motorized vessel (i.e., powerboats); or
  • Require the mandatory wearing of a PFD or lifejacket for any person on board any motorized vessel (i.e., powerboats) and human-powered vessel (i.e., canoes, kayaks)

This MSF proposal sounds really promising !! 👌

They are great, and its nice that DFO was willing to put them into a consultation process, whereas previous just down right refused.

just don't get your hopes up to much, as even in the report it says "this assume that FSC opportunities will also be open." I would assume it would mean ocean FSC opportunities in those dates and times but id imagine there's still going to be some in river first nations that will disagree with it.

MARK SELECTIVE FISHERIES - 2023 PILOT PROPOSALS
As noted in previous updates, the SFI supports the timely implementation of the 2023 pilot MSF proposals provided to the SFAB during recent consultation sessions. These proposals are similar to those first submitted by the SFAB in 2020. Each proposed pilot area was carefully developed in collaboration with DFO stock assessment and science staff. The proposed MSF pilot fisheries are a demonstration of DFO and the SFAB’s ability, through collaborative work and a science-based approach, to achieve a balance between recovery objectives for key stocks of concern and providing sustainable, highly precautionary opportunity for retention of marked hatchery fish. These carefully considered and developed fishery opportunities provide much needed socioeconomic benefit to beleaguered coastal communities.

As mentioned, these MSF proposals have been in existence for several years and were developed using Coded Wire Tag (CWT) and DNA data that represent decades of stock composition and run timing information. Each of the proposals has been thoroughly evaluated by DFO science and stock assessment to assess risk to both stocks of concern and local stocks and consistently show a near zero impact (noting that absolute zero is an impossible objective for any fishery resource management measure). The proposals and details of DFO’s analysis have been shared with all sectors and First Nations. There has been consultation with all groups and ample time to provide feedback.

We applaud DFO for undertaking such a careful, timely, and thorough consultation and evaluation process for each of the MSF proposals. The SFI consistently supports sustainable, responsible opportunity for the recreational fishery and these opportunities reflect that approach. We note that the proposals are intended to commence April 1st, 2023, and have encouraged DFO to provide timely notice of the implementation of these fisheries as soon as possible.

The site includes details about hatchery retention fisheries and MSF. The information posted on the site is in a brief shareable format providing details about challenges faced and opportunities for BC’s public fishery and salmon resources.



FISHING BC APP
The Fishing BC app has been available since 2017 and is used by close to 50,000 individuals. FBC app functionality has been on standby as it regards to serving as a platform for licences and to collect and deliver catch data to several different DFO programs and studies. Work underway right now with DFO’s IT infrastructure and the National Recreational Licensing System (NRLS) will allow the potential and functionality of the FBC app as licence holder to be realized during the 2023 season. Watch for Fishery Notices announcing the change and ability to hold your tidal waters licence on the Fishing BC app soon!
