Made some corrections to your post........
You should note that it's a one season deal and you would have to go through it every year...
No carry over in that deal ....

correction there is a 10% carry over.....
so rent 50 lbs for $250 and if you don't catch a fish they will carry over 5 lbs for next year....
I think once the allocation is seen as fair, your suggestion has some merit. Until then you are simply suggesting capitulation to commercial quota owners.Personally the more I read on this issue the more I think Slipper Skippers are receipients of nothing more than large,unearned, annual welfare payments from the people of Canada. I'm pretty disgusted and will write to my MP to express this.instead of worring about allocation or receiving more of it ; lets start finding how to live with what we have or whats given; more thought could be given how to stay in our limit now or in future years

The halibut resource is not the governments...
The halibut resource belongs to the people of Canada.

I have used a guide and I have used my own boat to fish for halibut.
Either way it does not matter as I am the one that is harvesting my food.
You commercial guys might have a leg to stand on if you were harvesting for the Canadian market.
But the fact is the majority of your catch is sent to the US to feed the restaurant trade.
Soon as that fish crosses the boarder that's when the added value is placed on the Canadian TAC.
So you see, we as Canadians, get very little value from your fat % of the Canadian TAC.
Should we just put your group in the "strip and ship" column of Canadians?
Make a quick buck and to hell with any one else.
Put your house in order and start acting like Canadians not the new world order commys.
Tell the fed's that your not going to take this ******** quota system anymore.
Fish the quota or let it go to someone who will fish it.
You want a retirement package?
Do what the rest of us do and get an RRSP.
Make sure the Canadian TAC is used for the benefit of all Canadians first before export.
Can't you see the deference between right and wrong....

As I read it in the other thread fish4all, (pg13) 79% of the quota is owned by non fishing/retired fishermen. I assume that would include the 17% you mention? If so, assumimg this is accurate, 62% of the former fishermen own quota and don't fish, just cash a cheque.This can't be good for either commercial or recreational fishermen. Kind of like the old landlord/serf relationship for the commercial guys.

I guess the best way to find out would be an access to Information request to DFO?It only costs $5Thanks ziggy. I have seen that number before. I was curious if there was any dfo paper that stated the amount. I know with there counting process they tend to double count a lot of transfers as fish can be moved 3-4 times before it is caught.

Interesting, you'd think they would have to know who had a quota for fishing and where it came from if it was over and above theirs?. If they don't track where the quota is from, how do they know it's legit? Did you request the info via Access to info? They can't just BS you if you've made a AI request, if you just ask, they'll tell you whatever is easiest.?I've tried going through DFO ground fish unit a while back. Not much help there as they don't seem to track quota that way
