The public fishery is under assault by Fisheries and Oceans (DFO) - with no scientific basis for new restrictions despite high abundance levels of Chinook and Coho in Southern BC.

DFO is proposing even more closures including a “no Chinook fishing option”, to protect Southern Resident Killer Whales even though the massive closures since 2019 have not increased the SRKW population by a single whale.

DFO wants to change the long-standing Salmon Allocation Policy further reducing your access just to satisfy opponents of the public fishery.

I am part of the organizing committee for the Public Fishery Alliance on this trip to Ottawa. Myself and other PFA representatives have held three recent meetings with senior federal decision-makers, including the Senior BC Advisor to the Fisheries Minister, Joshua Linder, Morgan McCullough, Director of Operations to the Fisheries Minister, as well as MP Patrick Weiler, Chair of the Fisheries Standing Committee, and his staff.

Dear PFA Members,

The Public Fishery Alliance is an entirely volunteer-led organization, with no paid staff—just a dedicated group of passionate volunteers working to ensure the recreational fishing community has a strong, credible voice at the federal level.

We would like to extend a sincere thank you to everyone who has supported our recent GoFundMe campaign. As of today, we have raised $11,958, exceeding our initial $10,000 goal to send three Public Fishery Alliance representatives to Ottawa in February 2026. Your support has made this possible. We will be raising our serious concerns with the proposed changes by DFO to the Salmon Allocation Policy, Southern Resident Killer Whale closures and Fraser River Salmon Management Board 5-2 Chinook restrictions that will severely impact access to both Chinook and Coho salmon.

Importantly, all PFA representatives are volunteers with deep experience and knowledge across saltwater and freshwater fisheries, policy, and advocacy. Continued support from our members gives us the ability to expand this effort and potentially send four or more representatives, strengthening our presence and effectiveness in Ottawa.

We have already held a combination of in-person and virtual meetings with federal decision-makers. Most recently, PFA representatives have held three meetings with senior federal officials, including the Senior BC Advisor to the Fisheries Minister (Joshua Linder), the Director of Operations to the Minister (Morgan McCullough), and MP Patrick Weiler, Chair of the Fisheries Standing Committee, along with his staff. Along with meetings with Jeff Kibble - Conservative MP of Cowichan-Malahat-Langford riding and Honourable Stephanie McLean - Liberal MP of Esquimalt-Saanich-Sooke riding. We have commitments for additional meetings in February and have support to testify before the Fisheries Standing Committee late spring 2026, from both Liberal and Conservative MP’s.

These opportunities require us to be in Ottawa, well-prepared, and organized. Our approach is deliberately non-partisan—we are meeting with both Liberal and Conservative representatives—because meaningful change requires engagement across all sides of the House.

With the recent change in government under Prime Minister Mark Carney, there is a narrow window of opportunity to influence policy direction. Waiting for a future election is not realistic when significant decisions affecting recreational fishing access, allocation, and management are being made right now.

For anyone who has not donated to the Public Fishery Alliance GoFundMe, to bring your voice to Ottawa in February 2026 after Parliament resumes in late January, please consider making a donation and text or email your favorite fishing buddy to do so as well.

One small bit of advice: GoFundMe gives close to 100% of your donation to the organization running it, but it also has a tip option, as we see almost everywhere these days. Thanks to all the 66 donators who have donated so far! We just broke the 13K mark.

his is wonderful news and better than the initial goal! However it shows as only a small percentage of fishers have actually donated those total funds so far.

With up to 350 boats ( roughly 850 fishers) fishing off Vancouver's Fraser River mouth each day just in September and 1000's more that are fishing other open times on VI in the Victoria area, inside waters of gulf Islands up to Port Hardy, the WCVI and the north coast/Haida Gwaii plus all the river fishers, it sure would be the icing on the cake to see those donation numbers reach a much higher number. Donation numbers that would more closely represent the 1000's of fishers that are actually out there benefiting from the fishing resource.

Thanks again to all those who have graciously donated. It helps immensely in our fight for sustainable access to a public resource - fish.

The PFA is pleased to provide the following update regarding our trip to Ottawa. We are especially grateful to all those who have made this trip possible by contributing to our very successful GoFundMe campaign. We have raised $14,878.00 so far; this enables us to better represent BC anglers and angling businesses.

Your generous donations have made it possible for the PFA to increase our Ottawa team from 3 to at least 7 well-respected and knowledgeable representatives, who are well qualified to explain the critical issues facing our fishery. They will visit Ottawa in February.

Our goals are to:

  • Minimize the impacts from the existing draconian Chinook-non-retention and Southern Resident Killer Whale salmon fishing closures
  • Increase awareness of the proposed SRKW measure expansions for 2026 and the resulting effects on coastal communities.
  • And, most importantly, oppose any attempt to remove the public’s priority access to Chinook and Coho contained in the 1999 Salmon Allocation Policy. If we lose this it will be the death blow for BC’s tidal and in-river salmon fisheries.
The PFA is arranging meetings with many MPs. These include requests sent to the Prime Minister’s Office, the Ministers of Fisheries and Finance, and the leader of the Opposition.

The PFA has also accepted an invitation to present to the all-party Parliamentary Outdoor Caucus in advance of our main delegation arriving in Ottawa.

Our letter writing campaign to the DFO Salmon Allocation Policy (SAP) Team has resulted in over 2400 letters being sent with feedback and these letters were copied to the Honorable Joanne Thompson (Minister of Fisheries and Oceans) and Clifford Small (Shadow Minister for Fisheries).

The PFA has been busy since last December and remains in regular contact with many BC MPs across party lines, to explain the importance of our fishery, and the damage that will be done economically and socially to BC’s important tourism industry should these ill-conceived 2026 proposals be adopted.

Anglers and businesses need to keep the pressure on your local MPs, and keep sending letters to the Prime Minister (Mark.Carney@parl.gc.ca ), Minister of Fisheries (Joanne.Thompson@parl,gc,ca ), Minister of Finance (Francois-Philippe.Champagne@parl.gc.ca ), and the Leader of the Opposition (Clifford.Small@parl.gc.ca ).
