I was changing out the zinks on the leg and i found that some paint has come off the leg and is down to bare metal, can you touch it up with say a tremclad style paint?

Absolutely not. Most tremclad paints contain metals and this will cause the area to corrode extremely fast. The only way to paint a leg or O/B is with a zinc oxide primer and OEM or leg paint.
 
Definately do not use a tremclad type paint on your leg!!!! If you do you will have a real mess in no time.

As soon as you notice paint damage on your motor leg, clean the area up and apply the zinc oxide primer (quite often green in color) and then touch up with your OEM leg/outboard paint. Don't take shortcuts here or you will end up with oxidization and eventually severe pitting in the leg. Just take a walk around some used boat yards and you will surely find some examples where the proper steps have not been taken.

Just keep a can of the primer and your OEM paint in the garage and touch up any problem areas as you find them throughout the year.

You can get Zinc/oxide primer at just about anywhere that sells spray paint.

Many marine suppliers have factory-match paint bombs on the shelf......but then again you might have to search around to get the exact match.

You should be able to get the primer at the chandler or most places that sell spray cans, the leg paint maybe at the chandler also, I have always got mine at the merc dealer - for Mer-Cruiser leg (might pay more for it, but it is not that much to begin with) I prefer to use OEM if affordable. What ever make of power you have for your boat the dealer should have touch up spray cans available at an affordable rate, and then you are a good color match. Good luck!
