No 2012/2013 Salwater Licences available?

Can anyone translate this for me. It's in the Conditions of License for tidal waters.

"No person should angle with a fishing line or downrigger line to which is attached a weight that is greater than 168 grams (6 ounces) or an attracting device that is not affixed directly to hook in:"

Years ago ppl used to attach a line directly to a downrigger. DFO stopped that practice. Guess you can do it again using a light weight?

That's for CR tyee pool and Rivers Inlet special managment zones.
