Maybe. But there's already numerous already instituted MPAs and pseudo-MPAs out there that many are unaware of. I won't spend too much time/effort on a response deep diving into all the options since this is more of a herring thread... but... be aware that the provincial BC government, Parks Canada, Transport Canada and DFO all have their own authorities under different Acts to do similar MPA-things. Here's an example of DFO flexing it's jurisdictional muscle on fishermen:


 
As per AA post above. See the fishery notices for new recreation closures for proposed marine refuge. not good news.
