Actually you know to speak seriously about the idea of sentience and pain, the complete lack of reaction from fish when putting in a descending hook kind of says it all to me. The could well be sentient, that I couldn't say. But what does it say about their experience of pain? Probably nothing. Octopuses are about as smart and aware as anything in the ocean and they do stuff like tear off their own arms. I have a pain threshold high enough that several different doctors have commented on it...but I'm ripping off my arm, forget it.
This is just an intuition I have but I suspect that any animal that breeds by releasing a zillion babies into the wild and having a handful survive, will have an experience of pain that's not much like ours.
