Experimental Halibut Quota Transfer Mechanism

Was cruising the net tonight and found something that kind of confused me. I had understood through that the ability to buy Halibut quota was an experimental program that was introduced this year. The DFO website, however, seems to suggest that the program was introduced in 2011 and carried on through 2012.

I also stumbled across an outfit called IQMI which has the following on it's website (http://www.iqmi.ca/):

"Recreational fishers moved more than 7,500 pounds of halibut quota through Access Q™ last year.

Across the board, customers shared their enthusiasm at how easy it was to lease quota and were clear in telling us how much they appreciated having the Access Q™ service available to them.

For those who took advantage of it, Access Q™ allowed them to legally fish as much halibut as they wanted, when they wanted. For some, this included fishing well into the months of October and November. Equally important, no recreational halibut fisher who leased quota through Access Q™ incurred significant risk or cost by having done so."


7500 lbs seems to me to be a lot of Halibut and it would appear that there's quite a few recreational fishers/guides who have rather quietly been taking advantage of this program. Anybody know about this??
 
IQMI was introduced at the beginning of the experimental license in 2011. Not sure if they keep track of individual transfers between commercial fishers and anglers or their own transactions.
 
The numbers are a scam ...... they should go belly up soon, if DFO doesn't subsidize them soon.
 
I find it interesting that it's an "experimental" program now into its third year. And one that apparently isn't showing much in the way of benefit. I wonder what kind of criteria DFO has to measure the success (or lack of it) of the program and how long they plan on running the "experiment". Has anyone asked? Of course, I suppose they could always scrap the "experiment" and leave the allocation as is but with no ability to transfer quota. They could reach this decision on the basis that since the recreational fishers aren't taking advantage of the program, they must be able to work within the 15% allocation. Perverse logic, perhaps, but as far as I've been able to determine, much of the DFO's logic is perverse.

This topic has been addressed many times and your questions will be answered.
FYI this program has now gone back to DFO Ottawa for paper pushing.
It will return for public input and then we will have another chance to object.
If you want to get up to speed... fine do your homework and be ready for that time.
If you just want to stir the pot...... not playing that game....

Of course there is a transfer mechanism, one that has been used and proven to be both effective and efficient. How do you think we went from an absurdly low 12% to a ridiculously low 15%. The Minister fulfills his responsibility once again to balance allocation between sectors by simply reassigning it. But next time no tiny token amount. It needs to be doubled from 15% to 30%.

As for cancelling the experimental program, nothing could be better for the sport sector.
 
I certainly hope those who represent us in negotiations for more allocation don't go in asking for 20% or something...always aim high then you come out in a middle ground...should at least be asking for 30%

I did a search - there are pages and pages of threads each with many responses on this topic. Thought I was asking a simple question re-criteria for success of the "experimental" program and wasn't able to find anything that would suggest anyone has ever asked the question through the few dozen threads I went through. I think I will now take my own advice and STFU. There's way too much emotion involved in this topic.
 
Question,If I catch Halibut under this program,am I allowed to sell them?I bought them just like as if they were in a store and as such should be able to re sell?

We have this experimental halibut license going again this year.
Nobody likes it..... we get it.
We have a 15/85 split on the allocation.
Nobody likes that too.... we get it.
We have new rules for this year and many don't like that either..... we get it...

So what's being done about all this.
People have been working on this mess for a long time, me, 3 or more years.
Some have been doing it for a lot longer. (10 years maybe)
Halibut Coalition brought the problem to a head at the last election.
The fed's changed the allocation from 12/88 to 15/85.
Groups have come on board with time and money like.....
BCWF and SFI came together on the Malcolm court case.
SFAC and SFAB have keep after DFO to make this right.

DFO did a dog and pony show with their Exp Hali License.
The call when out here for people to attend... (bad turnout)

Posts with information were put on here and many of us paid a price.
Those guy's that are leading us.... well they belong to all those groups.
They are the ones that were slammed on the internet.....
Frankly gents we may have lost some of them because of it.

So where do we go from here?
For starters there are many things that can be done.
The experimental hali license should be challenged by Fed Justice department.
It should be done before the next round of public consultations.
To me I don't see it as a valid rule that DFO can use.
Someone should pick up the torch and run with that.

Contact the provincial candidates for info on the Halibut file.
Someone should organize that up and run with it.

Social media strategy should be explored.
Who can run with that????

SFAC and SFAB will continue doing what they can for change from inside.

Maybe it's time that the torch gets passed to others that have voiced concern.
But we need to be careful as there are people with agendas that are not in our best interest.

Open to suggestions but please don't ask me what I can do for you.
My plate is full so tell me what you can do for me.

Gil, at the gym now so can't really type too much on phone, PM me with what you had in mind for social media. Pretty good with that kind of stuff and if we need anything too advanced in terms of website etc my roommate is a programmer so writing code is what he does for a living
