Dummy flasher?

Been doing a lot of reading on here lately and "dummy flasher" has shown up a lot, could someone explain exactly what is being referred to when they say dummy flasher?

The idea of running a dummy is that you don't have a flasher attached to your mainline.
therefore when a fish strikes, there is no flasher drag created.
 
I was running this in the derby this weekend for the first time, seems you have to be really watching your rod because without the drag of the flasher the fish can also spit the hook very easy, you have to have as much load on your rod as you can with out it poping off downrigger clip otherwise the fish will find slack right away and spit hook. If you look on the back of most flasher packages in the store it will show an sketch of how to do it, also you need your line clip far enough away from the dummy flasher that they do not tangle.I think it would work best with plugs and heavier baits.
