I would vote, Ucluelet!
Out of Ucluelet, there are “at least” seven or eight well-known areas that “hold” both U.S., Fraser, and Roberson fish within seven miles of Amphitrite Point. If you do have to run to Big Bank it is 17 nm from Amphitrite, but you pass right by South Bank and Outer South Bank. Both usually hold fish and if you stop at either, you normally don’t need to run to Big Bank, depending on time of year and the other thing… are currents, you also have Lighthouse Bank?
Can all of them be done safely in a 16/17 foot boat, yes. Offshore you will have “swells” and “chop”… at Cape Beal you very well could have “BREAKERS”! If you are running 17 knots that equates to one hour run time from Ucluelet. In the early morning (IN FOG- and flat), you can be there in less than 45 minutes? I have done it many times myself, in a sixteen foot. Would I do it now… probably not; but if I were, I would leave out of Ucluelet at 5:30 and plan on being back in at 11:00 before the wind waves and chop. It might not be the smartest thing one can to do… but I have been doing it for years - just now in a much larger boat. I could have a reason for that!

I think everyone knows a 19 feet or less will not sink; however, they will "all" still “capsize” and it happens fast! Need to keep that in mind! I bet the 17-foot off Esperanza Inlet, the 24- foot off Nitinat Narrows, the 29-foot off Mission Bay, or any of the other 200 boats mentioned capsizing in 2009, never thought they would have a problem either? [?]
