Subject: FN0748-COMMERCIAL - Salmon: Troll - Area H - Areas 12 and 13 - Johnstone Strait Chum - Opening
The Chum Working Group has concluded its pre-fishery meetings, and has
developed a fishing plan and consultation schedule for 2009. Weekly conference
calls will be held on Thursdays at 10:00 hours starting September 24, 2009.
In 2009, Area H Troll Johnstone Strait chum harvest opportunities will be
managed as an Individual Transferable Boat Day demonstration fishery. The
fishery will be divided into two fishing periods. Each vessel will be assigned
an initial allocation of three boat days in fishing period one and two boat
days in fishing period two. There will be a one day closure between fishing
periods. Boat days may be fished at any time within each fishing period. Boat
days are transferable between Area H vessels within a fishing period but not
between fishing periods. A maximum of one third of the total number of boat
days held may be carried over from fishing period one to fishing period two
provided that that the day(s) was not fished. The carry-over will be rounded
down to the nearest whole number if required.
Fishing period one will open 00:01 hours Monday, September 28, 2009 to 23:59
hours Saturday, October 10, 2009, with the exception of October 5, 2009 which
will be closed for the seine fishery, in Subareas 12-1 to 12-5, 13-6, 13-7
(excluding Deepwater Bay), 13-8 to 13-10, a portion of 13-11 lying west of a
line from Bodega Point on Quadra Island, to a boundary sign at 50 degrees
16.390 minutes north, by 125 degrees 22.620 minutes west, 13-27 to 13-32, 13-35
and 13-40 (westerly of a line running from a Prominent Point approximately 1.5
miles east of Eden Point across to a boundary sign on the Hardwicke Island
shore opposite). The regular Amor de Cosmos creek boundary will be in effect.
Subareas 13-6 and 13-7 are exceptions and will be closed on weekends and
holidays.
Fishing period two will open 00:01 hours Monday, October 12, 2009 to 23:59
hours Thursday November 5, 2009, with the exception of October 19, 2009 which
will be closed for the anticipated seine fishery, in the same areas as above.

Notes:
The target species for this fishery is chum salmon. Pink salmon may also be
retained. There is non-retention of sockeye, coho, chinook and steelhead.
Licence eligibility holders are strongly encouraged to designate a signing
authority prior to the start of the fishery. This designation permits someone
else to authorize a boat day transfer if you are out fishing and are unable to
complete the required transfer application. The designation and reallocation
forms will also be available at any Pacific Fishery Licence Unit or online at:
http://www.pac.dfo-mpo.gc.ca/ops/fm/Licensing/Default_e.htm under the
heading “Application Forms”. Contact Rhonda Mair at 250-756-3371 for
information regarding your reallocation request.
Barbless hooks and operating revival tanks are requirements in this fishery.
Vessel masters must phone 1-888-387-0007 and provide start and end fishing
reports. These reports will be used to monitor fishing activity. Vessels will
be monitored on the grounds to ensure that start fishing reports have been
filed prior to commencement of fishing. Once a start fishing report is made,
that fishing day is considered to be used.
At the end of each fishing day prior to 08:00h of the next day, the vessel
master must, as a condition of licence, record their catch information in their
Salmon Log Book and report their catch by calling 1-888-387-0007. Fishers are
encouraged to register their FIN and logbook number by calling 1-877-280-3474
to facilitate the daily reporting process.
The vessel monitoring system (VMS) pilot that began last year will continue
this year with approximately 16 Area H vessels during the chum fishery to
monitor fishing activity.
Fishing will not be permitted in the areas closed for rockfish conservation.

In Area 12, mooring in Robson Bight (Michael Bigg) Ecological Reserve will only
be permitted 24 hours prior to a commercial opening. The west and east
boundaries are identified by a 4x8 foot white sign with 3x3 foot orange sign in
the centre. The location of the west boundary is 50 degrees 29.759 minutes N by
126 degrees 37.592 minutes W and the location of the east boundary is 50
degrees 29.107 minutes N by 126 degrees 30.365 minutes W. In addition vessels
will not be permitted to moor in Robson Bight proper during commercial fishery
openings.

The Chum Working Group has concluded its pre-fishery meetings, and has
developed a fishing plan and consultation schedule for 2009. Weekly conference
calls will be held on Thursdays at 10:00 hours starting September 24, 2009. It
is anticipated that seines will have 2 full fleet opportunities. The first will
take place October 5, 2009; the second fishery is expected to occur on Monday
Oct 19, 2009 for 10 hours (8 am to 6 pm) and this date will be confirmed in–
season. Any changes will be subject to effort levels and any weather issues.
Johnstone Strait:
Area 12
Seines open for 12 hrs from 07:00 hours Monday, October 5 to 19:00 hours Monday
October 5 in the following Subareas: 12-1 to 12-6, 12-8 to 12-12, 12-18
(easterly of a line running from Lewis Point to Donegal Head on Malcolm
Island),12-20, 12-21 and 12-24. Minimum bunt mesh size of 100 mm. The regular
Adams River boundary will be in effect. The seine ribbon boundary will “not” be
in effect.

Seine vessel masters are reminded that mandatory brailing and sorting of catch
is required, the use of revival tanks and completion of logbooks is also a
legal requirement for this fishery as specified in Conditions of 2009/2010
Salmon Area B licence.
The mandatory logbook and Phone-in program will be in effect again for the 2009
season. Note that a phone report is required for all fishing activity even if
no fish are caught. Failure to report zero catches may result in the over
estimation of total catch.
Fishers are reminded that within 48 hrs of stopping fishing to offload catch
and within 2 hours of completing offloading whichever comes first, the vessel
master shall provide to the service provider the weight by species (in pounds)
of the fish offloaded.

The Chum Working Group has concluded its pre-fishery meetings, and have
developed a fishing plan and consultation schedule for 2009. Weekly conference
calls will be held on Thursdays at 10:00 hrs starting September 24, 2009. The
following will be the first weekly gill net opening for Johnstone Straits.
Subsequent openings are currently scheduled from October 8-10 and from October
15-17; these openings will be confirmed in-season and will be subject to
weather issues and effort levels.
Gill Nets open for 41 hrs from 16:00 hrs Wednesday September 30 to 09:00 hrs
Friday October 2, in the following areas:
AREA 12:
In Subareas 12-1 to 12-6, 12-8 to 12-12, 12-18 (easterly of a line running from
Lewis point to Donegal head on Malcolm Island), 12-20, 12-21 and 12-24. Minimum
mesh size 149 mm (5 7/8 inches) maximum depth 90 meshes. Maximum hang ratio
