bait fish

Good evening all.I have a question on baitfish.Does the wind effect the bait fish.Curious if they get blown around,I have a hard time finding bait,I look for birds, shelves rips.Do most of you take off to try a different place, if your'e not finding bait,or stick it out hoping to blunder on them, thanks.

Typicaly I'll look for the bait first when treading new waters.

Some like it rough...
Others just puke!.
