Assisting another vessel on the water

I have heard differing opinions on safety and legal issues regarding towing another boat on the water. I have heard that we are required to assist a vessel in distress while on the water, but I also heard that we (towing vessel) are liable if something happens while towing another boat. Something doesn't seem right there.

Also, what is the safest way to tow another boat? Length of rope? Proper towing setup? Approx speed and angle when dealing with following seas?

When is it not safe or appropriate to tow another boat?

You are responsible to assist to prevent injury or a casualty on the water. Saving personal property is a different story. In the event of an emergency you should only attempt to save the vessel if safe to do so for both parties.
