I have heard differing opinions on safety and legal issues regarding towing another boat on the water. I have heard that we are required to assist a vessel in distress while on the water, but I also heard that we (towing vessel) are liable if something happens while towing another boat. Something doesn't seem right there.
Also, what is the safest way to tow another boat? Length of rope? Proper towing setup? Approx speed and angle when dealing with following seas?
