Dead fish is a dead fish. We need rules and regulations that insure there are fish available now and in the future. The stocks belong to the people of what ever State, Province or country. They, with educated information, should be the ones making decisions on who harvests what and how much.

Should be using halibut stamp to buy back % similar to this in BC. Realize boards are against this but only way we will get anymore %...so just do it already once legislation is passed to allow this to happen. :P

Great article - thanks Dave. I know a guy who went to an Alaskan lodge on a 4 day trip about 20 years back. They kept 2 Hali per day of any size. The current Alaska Hali rules are more restrictive than BC; especially on size. There has long been a deep hatred of sports anglers in Alaska in the commercial sector.
Nobody is being forced to sell their quota. Catch should stay the same. Bycatch should go down. I think this is a win for the resource. As far as economics goes, we all know where the money is. I would think the commercials that stay in will get more money per pound for their fish.
