Subject: FN0339-Recreational - Salmon - Sockeye - Area 23 - Barkley Sound, Alberni Inlet, and the tidal portion of the Somass River - Opening May 1, 2016
Effective 00:01 hours May 1, 2016 until further notice the daily quota for the
tidal recreational fishery for sockeye salmon will be four (4) sockeye per day
in the following area:
- that portion of subarea 23-1 to 23-11 from the surfline (Cape Beale to
Amphitrite Point) shoreward to a line in Alberni Harbour near the mouth of the
Somass River beginning at a boundary sign Located at 49 degrees 14.190 north
latitude and 124 degrees 50.230 west longitude then through the southern most
point of Hoik Island then to the flashing green light at the mouth of the
Somass River then due east to a boundary sign on the opposite shore.
Effective 00:01 hours May 1, 2016 to 23:59 hours July 23, 2016 the daily quota
for the tidal recreational fishery for sockeye salmon in the tidal portion of
the Somass River will be two (2) sockeye per day in the following area:
that portion of subarea 23-1 from the tidal boundary signs at Paper Mill Dam on
the Somass River downstream to a line located at a boundary sign in upper
Alberni Harbour situated at 49 degrees 14.190 north latitude and 124 degrees
50.230 west longitude then through the southern most point of Hoik Island then
to the flashing green light at the mouth of the Somass River then due east to a
boundary sign on the opposite shore except for:
- the closed area known as Paper Mill Dam Pool which is closed to all angling.
This area includes that portion of the Somass River from signs located near the
bottom of the rapids immediately north of Papermill Dam Pool, then downstream
to boundary signs located on both sides of the Somass River approximately 60
metres downstream from the northern tip of the unnamed island directly below
Paper Mill Dam Pool.

Please Note: These limits are subject to change on short notice depending on in-
season information.
The 2016 pre-season Somass River sockeye forecast range is 700,000 to 1 million
pieces. The Department has been working with the Area 23 Salmon Harvest
Committee which includes members of the Port Alberni SFAC and has agreed to the
above opening to the sockeye recreational fishing season.
The Somass Sockeye in-season stock assessment program will operate as in
previous years. This program collects escapement, test-fishing, catch and
environmental information on a weekly basis. This information is used to
prepare weekly fishing plans and in-season run-size reforecasts.
 
Well, that forecast is encouraging. That is if there forecast is actually correct. They are forecasting a large run of Chinooks as well, but it seems rare these days to have good runs of Sockeye and Chinook coincide in the same River in the same year. Lately it has seemed that good ocean survival conditions for one species has meant the other was down in numbers that year. I guess we'll find out soon if they're right this year. That would be a pleasant change.
 
It's the real deal. The big issue is going to be what happens with the run off. High river could mean a million fish swim straight in. Happened a few seasons back on a larger run. Time will tell.
 
There are sockeye showing up. My buddy went up yesterday and bought 30 fish that were caught that day from a legal commercial native fisherman. He stopped by Nanaimo to show me and they were big compared to last year. 4 to 5 pounds for this time of the year is good. Not sure when they will stop to school up in the inlet so we can go have some fun.

Area 23 Gill nets open Tuesday June 7, 2016 for 14 hours, from 06:00 hours to
20:00 hours, in the following Subareas:

- Subarea 23-3, excluding Uchucklesit Inlet inside or westerly of a line
between boundary signs at 48 degrees 58.648 minutes north latitude and 124
degrees 59.613 minutes west longitude near Burrough Point and 48 degrees 58.851
minutes north latitude and 124 degrees 59.093 minutes west longitude near
Brooksby Point; and,excluding San Mateo Bay inside or easterly of a line
between boundary signs at 48 degrees 57.450 minutes north latitude and 124
degrees 59.310 minutes west longitude near Hissin Point and 48 degrees 56.838
minutes north latitude and 125 degrees 00.145 minutes west longitude near
Bernard Point;

- Subarea 23-4, excluding Numukamis Bay inside or easterly of a line between
boundary signs at 48 degrees 53.000 minutes north latitude and 125 degrees
03.153 minutes west longitude near the western entrance to Poett Nook and 48
degrees 55.240 minutes north latitude and 125 degrees 01.192 minutes west
longitude; and, excluding Rainy Bay inside or northerly of a line between
boundary signs at 48 degrees 58.110 minutes north latitude and 125 degrees
02.935 minutes west longitude near Ecoole and 48 degrees 58.100 minutes north
latitude and 125 degrees 01.350 minutes west longitude approximately 0.85
nautical miles north of Chup Point;

- Subarea 23-5; and

- Subarea 23-6 excluding Effingham Inlet inside or northerly of a line between
boundary signs at 48 degrees 59.358 minutes north latitude and 125 degrees
10.783 minutes west longitude and 48 degrees 58.958 minutes north latitude and
125 degrees 11.355 minutes west longitude near the entrance to Effingham Inlet.
Minimum mesh 100 mm., maximum depth 90 meshes, maximum hang ratio 3:1, and
corkline to web distance minimum 0 cm, max. 2 m. Incidental catch of chinook
may be retained. Coho and Steelhead may not be retained. Six strand Alaska-
twist web, conventional multi-strand web or a combination of the two may be
used. There will be no additional fishing time this week.

The pre-season forecast for Somass sockeye is abundant in the range of 700,000
to 1 million. The seine test-fishing vessel will commence operations June 6.
Test-fishing information will be available after June 9. A run-size update
will be provided after June 23. Test-set information will be available on the

Fishers participating in this fishery should read their licence conditions
carefully.

New for 2016

Please note there is a licence condition change specific to Area 23 gillnet
fisheries.

In order to avoid collisions with gill nets by transiting vessels, four (4)
additional buoys (floats) that are white or yellow in colour and at least 60 cm
in circumference must be attached to the gill net equidistantly between the buoy
(s) marking either end of the gill net.

Please refer to your 2016/2017 conditions of licence for complete requirements.
There will be a subsequent fishery notice released outlining all new changes
for fishers.
Please notify the local DFO office or patrol vessel the location of any
abandoned or entangled nets. A local diver has volunteered to remove the nets
at no charge.
Fisheries and Oceans Canada is interested in reports of sea turtles in BC
waters. By documenting sightings we are able to learn more about how, when,
and where these turtles are using our waters. If you see a sea turtle, please
call this toll-free phone number: 1-866-I SAW ONE (1-866-472-9663). Please
include information such as the type of sea turtle seen (i.e. leatherback), the
location, and time of sighting.

Fishers are requested to avoid fishing among birds and not to run the line if
birds are near the net. Fishers are requested to retain all dead birds which
are entangled and to release live and unharmed birds by placing them in the
water. Please check all birds for metal bird bands (rings) on the leg. If a
bird is banded please contact Laurie Wilson with the band number and capture
date and location at 1 866-431-2473 (BIRD) or by the email below. Handle birds
with gloves, double bag dead birds and label each bird with date, time, and
location and store them on ice. Please call your local patrol vessel to
organize pick-up or drop them off at a local DFO office. Alternatively, please
send photographs of birds with a reference object such as a coin, and the date,
time and location to laurie.wilson@canada.ca . Your names and vessel names do
not need to be identified or included.

This hot weather coming up must have more than just me excited? Does anyone know if you can launch at China Creek without being camped there? Or is it best just to launch at Clutesi?

Yes you can. When it gets to be prime time parking gets pretty thin though.

Few sockeye being caught in the canal now that the fish have started to slow down entry into the river with the warm weather. Hopefully they continue to stack up. FN guys fishing the river seem to be doing reasonably well and fish are larger than prior years. Couple more weeks and things should start rocking pretty good.
 
Hi Guy's, Any word yet if there will be a size restriction for spring's in August this year?

To answer your question, there will be no restriction this year. Full limits, no slot limit either in the canal or Barkley Sound. The run forecast is 130,000 chinook or more. Enough fish they plan to have a commercial fishery. No commercial fishery unless the rec fleet is at full limits. The corridor management restrictions that are normally in place all down the 1 nm corridor on WCVI will be lifted given the run forecast. This will be a large return, and therefore no restrictions.

Last years total for Ten Mile to Pill was about 707 on June 8 so its looking like it should be a strong return

This will be the graph to watch, year over year, water levels are about 0.4m higher in the stamp this year and rising. Most likely rising due to snow pack at elevation. If water levels continue to rise fish may not pile up like they did last year
