I believe you exit with traffic, head towards Vancouver and take the first exit in West Van, cross over the highway and head back towards the ferry and continue on. Heading home from Whistler same thing drive by Horseshoe Bay to the next exit. Not really built with Islanders in mind.
exit off ferry with traffic and get in right lane immediately - first right exit about 500 yards from ferry terminal in the village of horseshoe bay. signs then direct you up and over the highway/terminal and then take a left on sea to sky.
coming back from whistler is the trickier one - have to go into west van a few kms and then u-turn to come back down hwy 99 towards horseshoe.

First part above is correct --
you get into right lane right after you exit ferry. Turn right off away from Ferry traffic.. .... from any location in HB town you can now go all the way up to round about above HB. Head out of round about (exit heading east) -follow signs left to North 99/squamish Whistler. You will go on the "old" lower highway a couple miles before merging onto the upper "new" Highway.
Coming home you can exit onto this old highway when you are heading south on the way back from Whistler ( just south of Sunset Marina) - so you don't have to go all the way past Horsehoe Bay on "new" upper highway up over hill toward Vancouver and come back northwest Again on 99 to Horseshoe Bay.
