Where do I complain?

The guys who are compliant are running legally and the guys who are non-compliant are not running legally. Simple really.

Try to take comfort and pride in the fact you have done the training and done the certification. Use that to your advantage in your business. I would think of this like any other situation one comes across, where someone is noticed doing something illegal . Decide whether its worth reporting and either ignore it and move on or report the activity. If the follow up enforcement of the illegal activity is lacking then thats another issue that you can't do much about. Perhaps your frustration/complaint is really more about the quality of enforcement (or lack of it).
Thinking you could have saved money and time and not become compliant is just causing you unnecesary stress and also wouldn't have been the right choice ( as your non-compliant "freied" may find out soon)

Poppa sorry your not right on this one... like bear cove said its against the law plain and simple.

I guess we should look for an airline that doesnt certify there pilots same thing.

Or go to a resturant and get a crap meal and food poising only to find out the chef doesnt have a clue about safe food pracices and no qualifing papers.

Thats why all this is coming into effect EVERY profession has guidelines its really no different!!!!!
