There's actually lots of wiggle room in those Alaska regs- 'to the maximum extent possible', 'strongly encouraged', 'If possible, social distance....should be maintained between individuals; if not possible, crewmember and patrons must maintain as much social distancing as allowed on the vessel, depending on its size and configuration.', any lawyer could take them apart as being meaningless.
