Maybe it is time to end the political correctness and go out and get the data even though it is inconvenient to some user groups.
Some user groups have cameras on their boats to get accurate irrefutable data, other user groups have word of mouth storytelling.
Some call it ill intent others call it conservation.
I agree, there is no resolution, steelhead are doomed to their fate.
 
Totally agreed OF. And as an FYI - there are monitors for the Area 23 EO gillnet fishery. Area D is a call-in. Seiners have onboard monitor. Rec fleet has an online reporting tool.
 
Monitors on gill nets and seines are word of mouth under severe pressure to downplay bycatch of all types. At one time I was a monitor so I know how that game is played. Monitors are better than nothing but cameras don't respond to pressure from the captain and the crew.

When you know that your self reporting can get your operation shut down it is in your best interest to fudge the numbers in such a way to keep you fishing. Again, a common practice in the old days in the herring fishery and the hail in numbers when we were trolling for sockeye. I am sure there are plenty of other examples of self reporting gone astray.
 
I'd rather spend time and effort in using scientifically-defensible management strategies listed in post #11 above and a successful fisheries management regime rather than spending time and effort on a goose chase initiated by poor or no data and ill intent where there is no resolution.

Just read the science. Don't trust simple answers.

200 year old trees can't be regrown easily, maximizing what remains of adult spawners seems like a reasonable goal. Gill nets are clearly the biggest hurdle adult spawning fish must face. Unfortunately it is not politically correct to call a spade a spade these days. Maybe a good idea for "a successful fisheries management regime" would be to get independant observers onto the boats just like they should have independant observers on Fish Farms then we can look at the facts.

Good idea and it is already being done. In fact it has been done for decades. Unfortunately the data/science is nebulous at best. There are two main problems, pressure from captains and crew to downplay byecatch and observers are often young kids from university who wouldn't know a pink from a sockeye from a steelhead so they usually rely on the crew to tell them how many of each species was caught on a particular set.
I am not aware of any observer program for the in river FN fisheries.
Fish farms are a different kettle of fish with their own issues downplayed by DFO.
 
Where does a Supreme Court ruling state that the government can’t monitor all fisheries including FSC fisheries?
I'm assuming that WMY is referring to the court cases that have clarified that the priority for allocation is FSC after conservation and before any other fisheries. I am NOT aware of any rulings that state that FSC fisheries can't be monitored. I guess the open-ended question is: "How effective is monitoring (escapement and catch) and enforcement for all fisheries (FSC, commercial, rec) in all areas (incl Alaska)?
 
I was told at a meeting they have the right to monitor and run their own fsc fisheries.
DFO does have the ultimate over site but they were told buy the court to transition them to monitor their own fisheries if that’s what FNs want.

That’s political then not law or based on court cases and it would probably be a lot better for all stake holders if monitoring ( by any means including video) attempts to keep things honest.
Self monitoring is not applied to sport fishers as they are frequently subject to inspection so why not other fisheries and apply the law even handedly. Fair is fair and keeps everybody for the most part honest.
How many people do you think would report their own speeding if we all just self monitored?
