Halibut seem to like nice gravel bars. Find some structure that sticks out, and anchor on it. If you have never anchored deeper then 40 feet before, READ UP ON IT on this site, it can sink your boat if you do it wrong!
Anchor up on any gravel bar, thrown your herring down, and wait. Look for 100-300 feet of water. Your best bet is to look at your chart carefully, and find some structure that sticks out, the hali, for me anyway, seem to like to sit on structure that comes up from the sorrounding bottom. Anywhere from Bonilla Point further west seems to produce. If you have never anchored before, you can drift, but bring a lot of bait, bouncing around the bottom is hard on herring.
For beginners, I would reccommend cut plug herring off a spreader bar. SHORT leader, 24" or shorter, because in the big swells, it can be easy to mistake a strike for the usual rod pump in the waves. I run very short leaders myself, the cut plug herring gives a nice roll, it's simple, and produces.
If you want to shoot fish in a barrel, honestly, leave the boat in the garage untill July 1, it can be frustrating untill then.
