Stumped...Name this lure?

So, as I've been in the fishing industry a long time I've seen a lot of things and found a lot of old lures in different states throughout the US. However I've found a lure actually a group that no one seems to know what they are, and that includes tackle guys in Oregon and Washington. Any clues?

That looks like a nice simple lure, do you have a picture of the back (where the leader runs through the plastic)? It doesn't seem like that design would promote a tight roll but more of a flasher spin. Would want to make sure you had a good swivel on there. What kind of action does it have in the water?
 
So, this lure has a very unusual action. It wobbles, it spins, it flutters, and is very simple. I found these in an old tackle box. There is three layers, that seem/look to be heat pressed. The center layer is the reflective tape. They have two stick on tabs on the concave side. They look to have been hand cut and there are numerous imperfections on the edges. Here's the kicker, they fish like dynamite. I sent all but two with a guy to Craig Alaska. He put one out as fishing was very slow, very abruptly he hooks a nook, and it don't end there, he caught multiple species on them. I've sat down with a lot of people and we have come to the consensus that these are one of a kind, possibly.
