stiff steering

I've disconnected the steering arm amd the motor swings effortlessly.,
problem seems to be in the tilt tube,lots of black oily water pukes out.
What do you use to clean the tube out ?
 
Tilt tube or the horizontal tube the steering arm goes through?
Could always try flushing with a solvent and blowing with compressed air, if arm comes out easily then drag rags through.
Regrease with a water repellant grease, not the usual axle grease.

Use a bore cleaner for a shotgun, or a piece of dowelling and a piece of cloth.

Yeah Scott feel your pain almost every year my lodge boat sterring would seize up like that Id use a hand blow torch and heat it up a bit and then like AIK said bore clean it out we then drilled and tapped in 2 grease fittings (with the tube out btw) into the mount right in the front of the engine.
every month would squirt gear oil into it NOT GREASE and worked out great
