Quick Question. My brakes are getting tighter and tighter since getting serviced. hardly drop a 15lb ball and laboring on the way up badly. Is the top nut supposed to lock tight to the bottom nut on the brake pressure adjustment? they came back to me with the top nut loose and way up from the bottom one?

Top nut stays loose. Try loosening the bottom nut slighly to free up the spool slightly. With the brake on full attach a spring scale you should be able to pull cable around 25 lbs if using 10lb balls, maybe 30 if you have heavier balls. :)
 
- That shouldn't happen -the top nut is only a locking nut-should just be tightened down to the bottom nut. Take the boat in the driveway with your normal size ball on the rigger-hanging down over the side. Loosen the top nut so there is lots of slack between the 2 nuts. Brake on- loosen the bottom nut so the ball starts to drop-tighten the bottom nut so it stops. Bring it back up. release the brake and see how the ball drops-stop it with the brake-if it doesn't stop tighten the bottom nut again and repeat until the ball drops fairly quickly but can be stopped by the brake. When you are happy with the drop rate-tighten the top nut down onto the bottom nut

This is true,
if you try tightening down the top nut, you'll never get your emergency handle back on
 
If l remember correctly, the bottom nut is of the nylock variety and does not require a jamnut to hold it in position. The topnut has no other function then to help align the manual crank. You might try using a new nylock if it appears the lower one is tightening up.
 
The bottom nylock nut is what you would use to adjust the drag on the brake.

The top nut stays at the top and is just to hold the manual wrench in position.

If after adjusting the brake drag there is still issues it may be something else.

That sounds like the brake pads are dragging...Its probably your pads I had same thing.... You could try flipping them and seeing if that helps... If not take it back in. Its a useful exercise to try and do some of the work your self just in case it happens out on water... That video above is great..

I had a similar problem w/ my Scotty's after a couple years of use...although I was only using 10# cannonballs. Tried messing w/ the brakes, no help. Tried cleaning and relubing the pulley on the end of the boom, no help. Tried messing w/ the tightness of the nut discussed earlier, no help. What finally fixed mine for good was taking the main cog off of the shaft that the nylon nut threads onto...the shaft had really gotten gummed up and there was no lube to speak of....relubed it and has been working good ever since.
 
Pull it apart down to the bottom. Check your brake pads, if they look glazed at all give them a rub with a scotch brite. Go through a clean off any crud or salty stuff off the plates as you reassemble. Then it is just a matter of adjusting your nylock nut to the right tension. Remember not to set it too tight as you do want it to let out line if you hook up on bottom.
