Getting people to donate money by saying the whales are starving due to lack of prey, is an easy route for some organizations. It is easy for people to relate to animals starving, we all know how it impacts ourselves and other creatures. It seems like a problem that could easily be solved by giving money to groups to fight public fishing and therefore increase food supply
On the other hand admitting that scenarios like Penn Cove happened, where all three Pods of SRKW were captured and young whales in the best shape were captured for aquariums and amusement parks while others simply killed, has resulted in inbreeding, not a real money draw. Most people can understand a money for food argument but realize inbreeding in unsolvable and no amount of money can fix it.
