The new program does issue a blue decal. The yellow decal program was issued under the first iteration of the program when TC actually came out and did the first compliance inspection and left the annual self inspection to the operator. Now you are responsible for a full on self inspection in year one, and once passed you do your own annual inspection and keep that on your vessel and just send in the short form to confirm you have completed. Unless I mis-read the latest version of the program, this is good for 5 years before you need to do the full inspection and send in the details. So TC is slowly evolving the process to make it simple and fairly painless...but with that comes accountability for the operator to do it correctly.
Stability is fairly simple. They have a guide to follow. If your Grady is newer than 2005, you can go and down load the stability testing on line as all manufacturers are required to do this testing to ISO standards past 2005 if my memory is correct. Beyond this you also need all the TC training requirements and C number for your vessel. Also there is apparently a new book out which explains the self inspection process step by step according to what one of my buddies told me the other day.
You may also want to consider doing the CTAG Certification. You can challenge the CTAG program if you have all the TC training requirements and 750 hours on the water working as a Guide. We are currently organizing an info session for West Coast Fishing Guide Association members who specifically want to challenge the CTAG. At the moment there are roughly 10 guys who are planning to attend. Aiming for an evening in early January, likely on weekend as some folks have School and work commitments.
