My understanding is that the license is tied to the boat, so the lease holder has to have the boat bobbing around somewhere anyway, even at the dock?

No commercial boat is allowed over 1% of the tac. That means the most any one commercial boat can fish is approx 70,000lbs.

On your other point I think it is sad that a few armchair fisherman are sitting in Hawaii while the young people are out trying to make a living. They should be able to say if you don't personally fish your quota in say 3 years you loose it. that would give insentive to sell it to someone who will use it.. either sports or commercial. I know in Alaska you have one year if you are sick other wise it is gone.

I must apologize I think I have gone on quite a tangent with this thread.

I still feel that each sports licence should come with a set of tags, and when the tags are gone you are off the water. We need real numbers to do proper science and keep our stocks healthy. Right now it is just a guess to what is being caught.
