No it is the Political Principal.
Ottawa is in charge and the bureaucracy will decide who will captain the ship.
Nothing to do with ability and everything to do with following orders.

Same too for most large corporations - we can only hope that the next RDG is a person of integrity and commitment to fair minded public policy. Anyone who thinks management decisions are made strictly based on science or data hasn't been paying attention to the reality of political influence. There is only so much any person in any government role can do in face of the political direction they are given - if you want real change, focus on getting a new bus driver in Ottawa - the current one is a socialist practicing the politics of idealism IMO.
