Question re: Sooke Chinook Sea Pen Project

I was discussing several of DFO's bumbling moves with a buddy yesterday.
I noted that they had cut funding from the noted project.
He asked for specifics, and of course I had little in the way to offer on that.

Can anyone here enlighten me on this issue?
