I actually do it same as you ( but only boil for 13 min ). An old timer at the dock says that pressure cooked crab takes less than 5 min, is sweeter, is easier to remove from shell… just wondering if anyone else has tried..

I steam in pot with boiling water, no need to elevate the crab.Steam as in pressure cook or steam in pot above boiling water?? Do your crabs touch the water?

I use large pot, add salt, (or use salt water if it's handy) bring to a boil, put in cleaned and halved crabs and keep at a low boil for 20 minutes, making sure the pot does not boil over with foam.
I am assuming you do not cook your crabs live?
Put a squirt of olive oil or corn oil in the water before boiling and the foam cleans off easily.

Half cup of pepper?I at times cook my crab in more of a broth than water.
Try this.
2-4 crabs, fully submersed.
Heavily salted water
Heaping table spoon of butter.
Minced garlic
Half cup or more of pepper.
Boil using your preferred time and temp.
