Looked at the SFIBC site, and will probably sign up, but does anybody know how this buying back from the commercial license holders works??
The SFIBC site suggests that the individual fisherman could buy an opportunity off a commercial license holder.
Sounds bogus to me.
But never have seen an explanation of the transferability or buy off of allowable catch from the commercial sector.

Currently you need to hold a valid "C" license to lease quota so today an
individual angler cannot lease quota. That said, the SFAB has been leasing
quota for three years and it is being used by the individual angler, so in
fact it has been happening. What the website is referring to is the new DFO
proposal that would "YES" allow lodges, guides, business and any individual
angler to acquire personal quota.
