Generally, it's the DFO (Dead Fish Organization) who calls the shots for openings.
Problem is: Because the 'Sporties' usually hear about 'openings' at Midnight the night before it opens, you should have your gear on board and the trailer hooked-up with the motor running every morning, just in case...

Thanks for referring to our Outlook. I agree that planning based on outlooks needs to be cautious, but if we don't hang on to some optimism, it is pretty hard to be called fishermen..
I'm personally as excited about the Coho numbers as anything, as it is a good driver for our overall industry to get more people back on the water, and create a positive buzz. That teenage kid who catches a couple Cohos and Pinks in times of abundance like this season, might be the one who gets hooked on a new healthy addiction (Fishing)and spends far more time on the water and less screen time. He will likely stimulate our industry by spending all his loot on gear instead of drugs, and if we are lucky, get the passion enough to be one that tries to keep our Federal Fisheries accountable....
A little off topic from the outlook dialogue, and possibly an example of extreme optimism, but the sky isn't falling for us yet.
