I won't highlight cultural backgrounds - but it's pretty apparent to me whom many of the offenders are and their connections. The whole Scott Steer thing also leads there, as well...

As much as one would hope this is the end of a bitter and long history of convictions for poaching, his prior behaviours are a very good predictor of his future behaviours - so this seems to be just another bus stop on a lifetime of crime for him.

Conservatives platform is to crack down on repeat offenders. Jail time instead of slap on the risk. We'll see how that goes but maybe Scott has time for only one more arrest.
 
It wouldn't surprise me if drugs are also involved throughout these operations & financing. It wouldn't surprise me if he was getting young aboriginals with a so far clean name caught up in drug use and using these vulnerable youth to front their names on the boat/licence contract leases so that he can remain hidden behind the scenes - and most importantly - his financial backers which could also be part of the seafood network that sells his poached product to China/Asia. It wouldn't surprise me that his financial backers launder their drug money into the operations and boat/gear acquisitions/repairs. I think this is that bad.
